摘要：Abstract：The 21st Century Education Research Institute might serve as an example for an analysis of the organizational ecology of the educational NGOs （ENGOs） in China. With various restrictions of external environment, the organization＇ s survival has been to a large degree parasitic, while the cohesion and motivations of the organization are mainly rooted in charismatic leadership. Being an out- sider of the government administrative system, the organization has to depend on media vehicles to perform its functions directly or indi- rectly. Although the role of ENGOs in social governance is still limited, they present a tenacious vitality. It is imperative that the government take concrete efforts to improve its social management system in a bid to create a better ecological environment for the development of ENGOs.
