摘要：Cultural Innovation and the Development of Open Educational Resources at Universities

Abstract：The development of Open Educational Resources （OERs） has entered a plateau period after nearly a decade of rapid growth. Without the support of a highly advanced culture, OERs would not continue to be the pioneer in teaching and educational reform. On the other hand, universities also need to become continuously innovative to be recognized as the intellectual elite of a society. Cultural inno- vation at universities would help promote another round of development of OERs, formulating the strategies for OERs development, clarif- ying the mechanism of OERs distribution, and establishing the targets for OERs expansion. Taking Rice University in the US as a case in point, the development of OERs there has been boosted by integrating various cultures of the academy optimally： the ＂collegial culture＂ is adopted to build a technology-based learning community, the ＂managerial culture＂ is adopted for quality assurance in higher education, the ＂developmental culture＂ is adopted for sustainable growth, and the ＂negotiating culture＂ is adopted for mutual collaboration.
